WCL provided strategic programme support to Amey Infrastructure Wales on the £738m Core Valley Lines transformation, a multidisciplinary programme spanning signalling, electrification, track, civils, stations and depots. 

Alongside undertaking the NEC Project Manager role for the signalling element, WCL helped integrate signalling commissioning with the wider programme, aligning works and stakeholders across this complex rail transformation. 

WCL provided senior project managers, commercial managers, engineers and construction managers to strengthen Network Rail’s £50m CP6 Wessex workbank across signalling and electrification and plant. 

WCL identified operational bottlenecks, defined resource and competency requirements and streamlined processes and reporting to improve how work was planned and delivered. The intervention contributed to the portfolio of work doubling by the end of year one, followed by a further 50% increase by the end of year two. 

WCL delivered lead project management services to Alstom on the £150m Bristol Area Signalling Renewals & Enhancements programme, involving 711 signalling equivalent units and the largest recontrol and relock exercise undertaken in the UK at the time. 

Across the six-year programme, WCL introduced new ways of working, strengthened engineering assurance and coordinated multiple project teams and interfaces, helping deliver the design, build and successful commissioning of all major stages.
